JOHN WELLS
Using the Ancestry search tool I have found a John Wells, (or more than one) said to be born in 1810 who was admitted and discharged from workhouses in London on a number of accasions in the early 1880s. There is no obvious way of matching him up with your John Wells other than on the basis of name, year of birth, and being accommodated in workhouses.
As you have found there is a John Wells in the Civil Register of Deaths, registered in the second quarter of of 1888*. You have confirmed this accords with the Newbury Workhouse record noting a John Wells death on 13 May 1888. This being just three days before the burial of a John Willis at Newbury suggests that the cemetery records have simply made a mistake in their records.
