Cecil was born in Reading and grew up in Pangbourne, the son of a a house painter. He served as a seaman on the Victory & Dreadnought between Dec 1916 - Dec 1919. He married Dorothy Duckett in 1921. Her father was a blacksmith in Fareham, Hants and later a Confectioner in Bartholomew St Newbury. Cecil and Dorothy lived in Market St Newbury. His address at death was Market Place, Newbury.
