Arthur was born circa 1829 in Newbury, son of John & Elizabeth, nee Rosier, Elliott. In the 1841 census Arthur was recorded with his parents, brothers Henry aged 20, John aged 15 & Joseph aged 10 and sister Mary aged 13 living at 85 Northbrook Street in Newbury. His father John was recorded as a builder as was son John. Ten years later in the 1851 census Arthur was still living at 85 Northbrook Street with his mother and brothers Henry, Joseph & John. Arthur was recorded as a bricklayer as were all his brothers. Arthur was living with his widowed mother Elizabeth and brother Joseph in the 1861 census in Winchcombe Place in Newbury. He was recorded as a carpenter employing one man and his brother Joseph was a bricklayer. Arthur married Annie Elizabeth Ludgate Flack on 3 June 1862 at St Nicolas in Newbury. Annie was born circa 1845 in Notting Hill in London, and used the name Elizabeth.
A son Arthur Brice Elliott was born 19 November 1868 at West Street in Newbury. Arthur junior died 1 February 1869 and an inquest was held on 2 February where the jury returned a verdict of "died from natural causes". He was buried at Newtown Road Cemetery on 6 February 1869.
In the 1871 census Arthur & Elizabeth were recorded with daughters Edith aged 8, Kate aged 6, Grace aged 4 & Lily aged 6 months at 3 Rose & Thistle Yard in Newbury. Arthur was recorded as a builder employing one boy.
Elizabeth and Arthur had another daughter Eva Amelia who was born September 1874 and sadly died on 30 October 1874 aged four weeks. She was buried 4 November 1874 at Newtown Road Cemetery. An announcement appeared in the Newbury Weekly News dated 5 November 1874 which read:
"ELLIOTT Oct 30 at the Rose and Thistle Yard, Newbury, Eva Amelia, infant daughter of Mr. Arthur Elliott, aged 4 weeks."
Seven years later in the 1881 census Arthur and Elizabeth along with daughters Edith, Kate, Grace, Lily and Mary were living at 10 Magdala Terrace in Newbury with Arthur recorded as a carpenter and builder. In the Newbury Weekly News dated 1 March 1883 an advert appeared for the sale of 27 Donnington Square in Newbury, a freehold property with seven bedrooms plus drawing and dining rooms. By the 1891 census Arthur and Elizabeth along with daughters Kate & Mary Winifred were living at 3 Greenharn View in Speen. Arthur was recorded as a carpenter, Kate as a dressmaker while Winifred was still a scholar.
Elizabeth died November 1892 and was buried on 12 November 1892 at St Mary the Virgin in Speen. Arthur and daughters Catherine and Mary were living at 5 Albert Place in Newbury in the 1901 census. He was recorded as a carpenter and both daughters were dressmakers.
Arthur died January 1909 while living at Raymond's Almhouses in Newbury. He was buried at Newtown Road Cemetery on 20 January 1909.
